Under library privilage you are able to copy one article from one issue, but are required to have a form signed by the requester. Examples of forms are at http://www.cilip.org.uk/professionalguidance/copyright/formsandposters

Users are able to copy for themselves under fair dealing. But you must not advise them on what is commercial and what is not.
